The project is based on a winning entry in an international landscape architecture competition on the Töölönlahti Bay park area. The area is treated as an open valley opening from the narrow urban gulf between the Museum of Contemporary Art and Main Post Office. The valley is divided into shore areas characterised by culture and nature respectively, connected by a series of canal basins.
The park area consists of a chain of gardens which each have a special character, connected by light traffic routes in a north-south direction. The theme gardens are to the east bordered by railway building. Their open courtyards are constructed on terrace levels with impressive views over the valley.
